QuickBooks Desktop imports bank data from QBO (Web Connect) files. Start from the statement PDF: extract and reconcile the transactions first, then feed them into your QBO route.
QBO is QuickBooks' Web Connect format — an OFX variant with a specific header and one record per transaction, carrying the date, amount, a transaction type and a unique ID for each line. QuickBooks Desktop (and QuickBooks Online's file upload) can import it, which makes it the format people ask for when a bank feed is missing history.
A QBO file built from bad data imports bad data very efficiently. The work that decides whether the import is trustworthy is upstream: extracting every transaction from the statement PDF, signing amounts the way QuickBooks expects, and reconciling the set against the statement's opening and closing balances. The converter on this page does that extraction and check and exports the verified transactions (Excel, CSV, QuickBooks and Xero layouts) that QBO-generating utilities and import workflows start from.
If you are on QuickBooks Online, the three-column CSV (Date, Description, Amount) is the simpler native route and needs no QBO step. QBO matters mainly for QuickBooks Desktop bank feeds and for workflows that rely on per-transaction IDs to prevent duplicates.

Turning those rows into a .qbo Web Connect file is a formatting step done with a QBO utility; what this page guarantees is that the data going into that step is complete and reconciled against the statement.
Where the statement prints opening and closing (or running) balances, the converter adds up the extracted transactions and compares the result with the statement itself. If the numbers do not tie, the conversion is flagged and the mismatched rows are marked — a failed check is never shown as a success.
